Gun violence in Philadelphia has to be viewed as a dramatic incident that greatly affects all Philadelphian's lives. When viewed from that frame   of reference, it is obvious that a Local Incident Management System (LIMS) must be put in place to address the current crisis plaguing our city.


As Mayor, on day one, I will appoint a Deputy Mayor/Commissioner of Public Safety who will coordinate and operate the Local Incident Management System (LIMS) Program in every part of the City that needs it.

  • Solutions-based Citywide Listening Sessions with families and communities impacted by gun violence 

  • Solutions-based Citywide Listening Sessions with community leaders, gun violence prevention organizations, Interfaith Communities, Returning Citizens 

  • Solutions-based Citywide Listening Sessions with Youth and Young Adults (Ages 18-35) Assessment of "The Philadelphia Roadmap To Safer Communities" Initiative 

  • Municipal Court Anti-Gun Violence Initiative 

  • Local Incident Management System - Establishing a uniform system of processes and procedures in the City Government. It can be used to combat gun violence by enabling the necessary responders to work together efficiently to manage the root causes of gun violence (see "Guest Editorial: A Path To Reducing Gun Violence", published 28 January 2022 by Philadelphia Sunday Sun at Mayor's Mentorship Initiative (OPERATION FRESH START™ 

  • 57 Blocks Initiative (Structuring/Funding/Implementation ) 

  • Identification and analysis of proven programs that have worked in similar municipalities and how we can leverage initiatives that work elsewhere and replicate them here in the city.
